Agent Code of Conduct
Rho Property — operated by Ursa Warrior Technology
All agents, service providers, and merchants who participate on Rho Property ("the Platform"), operated by Ursa Warrior Technology ("the Company"), must follow this Code of Conduct in its entirety. By registering and operating on the Platform, you expressly agree to be bound by these standards, obligations, and enforcement provisions. You further acknowledge that failure to comply may result in immediate and permanent account termination, forfeiture of all accrued credits and commissions, legal action (including civil claims for damages), and referral to the relevant Malaysian regulatory and law enforcement authorities.
The Company reserves the right to amend, update, or supplement this Code of Conduct at any time and at its sole discretion. Continued use of the Platform following any such amendments constitutes your acceptance of the revised terms.
Zero Tolerance for Scams and Fraud
We actively monitor all activity on the Platform for signs of fraud, scam behaviour, impersonation, and deception. Any agent or service provider found to be involved in scam activity — including but not limited to fake listings, collecting deposits without intent to transact, impersonating other agents, or facilitating rental or sales fraud — will be permanently removed from the Platform without prior notice.
In all confirmed cases of fraud, the Company will: (a) immediately and permanently terminate the offending account; (b) forfeit all accrued credits, commissions, and pending payouts; (c) refer the matter to the Royal Malaysia Police (PDRM), the Malaysian Communications and Multimedia Commission (MCMC), and any other relevant authority; and (d) pursue all available civil remedies, including claims for damages, losses, and legal costs.
Honesty and Accuracy
Agents must provide accurate, up-to-date information for all listings. All property descriptions, prices, photos, availability, and documents must reflect real and current details. Failure to maintain accurate listings constitutes a violation of this Code and may result in enforcement action up to and including permanent account termination.
What honest listings require:
- ✓ Real photos of the actual property — not stock images or photos of a different unit
- ✓ Accurate pricing that matches what will actually be offered to buyers or renters
- ✓ Correct availability status — listings must be removed or updated once a unit is no longer available
- ✓ Truthful descriptions without exaggeration, invented features, or misleading claims
- ✓ Accurate representation of property condition, including disclosure of known defects or issues
- ✗ Ghost listings — properties advertised that are not actually available
- ✗ Bait-and-switch — advertising one property to attract inquiries, then redirecting to another
- ✗ Duplicated listings — posting the same property multiple times to gain unfair visibility
Accurate Listing Requirements
Every listing published on the Platform must meet the following mandatory requirements. The Company reserves the right to remove, suspend, or modify any listing that does not comply, without prior notice to the agent.
- 1.Authorisation: The agent must have a valid, verifiable mandate or authority from the property owner to list the property for sale or rental.
- 2.Accurate property details: Address, built-up area, land area, number of rooms and bathrooms, floor level, furnishing status, and all other material details must be truthful and verifiable.
- 3.Current pricing: Listing prices must reflect the genuine asking price. Agents must not inflate or deflate pricing for the purpose of attracting inquiries or manipulating search results.
- 4.Original photography: All photos must be original photographs of the actual property being listed. Use of stock photography, AI-generated images, digitally altered images that misrepresent the property, or images belonging to other agents or agencies is strictly prohibited.
- 5.Timely updates: Agents must update or remove listings within 48 hours of any material change in availability, pricing, or property status. Failure to do so will be treated as a listing accuracy violation.
- 6.No misleading titles or descriptions: Listing titles and descriptions must not contain misleading keywords, clickbait language, or information designed to game search algorithms or deceive users.
Strictly Prohibited — Scam Tactics
The following actions constitute fraud or scam behaviour and will result in immediate and permanent account termination, forfeiture of all credits and commissions, investigation, and referral to authorities. The Company may also pursue civil action to recover damages:
- Deposit fraud: Collecting deposits, booking fees, or payments for properties you do not own or have no authority to transact
- Impersonation: Claiming to be another agent, property owner, or official party to gain user trust
- Fake listings: Posting properties that do not exist or that you have no right to advertise
- Inflated or manipulated pricing: Misrepresenting the actual transaction price to extract additional fees or commissions from users
- Unsolicited money requests: Asking users to transfer money outside of the standard, legitimate transaction process
- Credential misrepresentation: Falsely claiming licenses, certifications, or affiliations you do not hold
- Kickback schemes: Offering or soliciting undisclosed kickbacks, rebates, or incentives that are not transparently disclosed to all parties in the transaction
- Account manipulation: Creating multiple accounts, using fake identities, or engaging in any activity designed to circumvent platform rules, enforcement actions, or previous account suspensions
Anti-Fraud Obligations for Agents
As a registered agent on the Platform, you bear an affirmative obligation to prevent, detect, and report fraudulent activity. The following anti-fraud obligations are binding on all agents:
- a.Identity verification: You must verify the identity and ownership status of any property owner on whose behalf you list a property. Listing a property without confirming the owner's identity and authority constitutes a violation of this Code.
- b.Transaction transparency: All financial transactions related to properties listed on the Platform must be conducted through lawful, transparent, and documented channels. Off-platform cash transactions intended to circumvent audit trails are prohibited.
- c.Reporting obligation: If you become aware of any fraudulent, illegal, or suspicious activity by another agent, service provider, or user on the Platform, you are obligated to report it promptly to the Company at hi@ursawarriortechnology.com.
- d.No collusion: Agents must not collude with other agents, third parties, or users to manipulate listings, pricing, reviews, or any other Platform feature for personal gain or to the detriment of users.
- e.Record keeping: Agents must maintain accurate records of all transactions facilitated through the Platform for a minimum period of seven (7) years and must produce such records upon request by the Company or any regulatory authority.
Professional Conduct
Agents and service providers must engage with all users — buyers, renters, and inquirers — with courtesy, professionalism, and transparency. Communication must remain respectful, honest, and lawful at all times. Any form of harassment, intimidation, discrimination, or threatening behaviour toward users, other agents, or Company personnel is strictly prohibited and will result in immediate account termination.
Expected behaviours: Timely responses to inquiries, clear and honest answers, respectful tone in all communications, professional presentation of listings, and follow-through on commitments made to users. Agents must respond to user inquiries within a reasonable timeframe and must not ignore or ghost users who have expressed genuine interest in a listed property.
Compliance with Malaysian Property Laws and BOVAEP Regulations
All agents operating on the Platform must comply fully with the laws of Malaysia governing real estate transactions, property management, and estate agency practice. This includes, but is not limited to:
- Valuers, Appraisers, Estate Agents and Property Managers Act 1981 (Act 242): All agents must hold valid registration with the Board of Valuers, Appraisers, Estate Agents and Property Managers (BOVAEP) where required by law. Unregistered persons must not represent themselves as registered estate agents or negotiators.
- BOVAEP Standards of Practice: Agents must adhere to all standards of practice, codes of ethics, and professional guidelines issued by BOVAEP, including requirements relating to professional fees, advertising, and fiduciary duties.
- Housing Development (Control and Licensing) Act 1966: Agents involved in the sale of new developments must ensure that developers hold valid advertising and developer licences as required under the Act.
- Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLA): Agents must not knowingly or recklessly facilitate money laundering or terrorism financing through property transactions. Suspicious transactions must be reported to the relevant authorities.
- Strata Management Act 2013 and Strata Titles Act 1985: Agents dealing with strata properties must ensure compliance with all applicable provisions regarding strata titles, maintenance charges, and management corporation requirements.
- National Land Code 1965: All property transactions facilitated through the Platform must comply with the provisions of the National Land Code, including restrictions on land dealings, consent requirements, and registration procedures.
Agents who are found to be operating without the required licences or registrations, or who are found to be in breach of any applicable Malaysian property law or regulation, will face immediate and permanent account termination and will be reported to BOVAEP and/or any other relevant regulatory authority.
Data Protection Obligations
Any user contact information, personal data, or transaction data obtained through the Platform is entrusted to agents solely for the purpose of legitimate, property-related communication. Agents are bound by the following data protection obligations:
- Purpose limitation: User data must only be used for the specific purpose for which it was provided — namely, facilitating property inquiries, viewings, and transactions. Any use of user data for unrelated marketing, advertising, solicitation, or personal purposes is strictly prohibited.
- No unauthorised sharing: Agents must not share, sell, lease, transfer, or disclose user data to any third party without the express written consent of the user and the Company. This includes sharing data with other agencies, marketing firms, data brokers, or any other entity.
- Data security: Agents must take reasonable measures to protect user data from unauthorised access, loss, or theft. This includes securing devices, using strong passwords, and not storing user data in unsecured locations.
- Compliance with PDPA: Agents must comply with all applicable provisions of the Personal Data Protection Act 2010 (PDPA) of Malaysia, including the data protection principles of general, notice and choice, disclosure, security, retention, data integrity, and access.
- Data retention: Agents must not retain user data longer than is reasonably necessary for the purpose for which it was collected. Upon completion or termination of a transaction, agents must delete or securely destroy user data unless retention is required by law.
Data Privacy is Non-Negotiable
Misuse of user data — including using contact details for unsolicited sales, sharing data with third parties, using data to facilitate scams, or any breach of the PDPA — will result in immediate and permanent account termination, forfeiture of all accrued credits and commissions, referral to the Personal Data Protection Commissioner, and the Company will pursue all available legal remedies including civil claims for damages.
Content Standards
All content uploaded to the Platform — photos, descriptions, documents, and service information — must be lawful, accurate, and appropriate for public display.
- ✓Real, high quality photos of the actual property or service being offered
- ✓Accurate and complete descriptions without embellishment or false claims
- ✓Regularly updated availability status and pricing
- ✓Professional and respectful presentation free from discriminatory language
- ✗Offensive, inappropriate, or unlawful content of any kind
- ✗Watermarked images from other agents or agencies
- ✗Content that infringes upon the intellectual property rights of any third party
Integrity and Fair Practice
Agents are expected to act with fairness and avoid practices such as false advertising, manipulative pricing, predatory tactics toward vulnerable users, or unethical sales behaviour of any kind. Any conduct that brings the Platform, the Company, or the property profession into disrepute shall be treated as a violation of this Code.
Core Principles
- •Be honest in all dealings with users, developers, and other agents
- •Treat all users fairly and equally regardless of background or budget
- •Disclose any conflicts of interest openly and proactively
- •Respect the work and reputation of other agents and service providers
- •Uphold the standards of the Malaysian property industry
- •Never pressure users into decisions through false urgency or misleading statements
Platform Monitoring
All agent and service provider activity on Rho Property is subject to ongoing monitoring by our team. This includes:
- •Review of listings for accuracy, completeness, and compliance with platform standards
- •Monitoring of account activity for unusual patterns associated with fraud or scam behaviour
- •Investigation of all user-submitted reports and complaints
- •Periodic audits of agent profiles and listing history
- •Automated and manual screening of communications for scam indicators
Transparency notice: By operating on the Platform, agents acknowledge and consent to the monitoring of their activity, including but not limited to listing content, communication patterns, transaction history, and account behaviour, for the safety and protection of all community members.
Accountability and Enforcement
Enforcement Policy
Violations of this Code of Conduct will result in enforcement action proportionate to the severity of the breach. We take all reports seriously and investigate all complaints promptly. Agents have the opportunity to respond before enforcement action is taken, except in cases of clear and serious fraud where immediate suspension is required to protect users. The Company retains sole and absolute discretion in determining whether a violation has occurred and what enforcement action is appropriate.
Company Discretion and Final Authority
The Company (Ursa Warrior Technology) retains sole, absolute, and final discretion in all matters relating to the interpretation, application, and enforcement of this Code of Conduct. Without limiting the generality of the foregoing:
- i.The Company has the sole right to determine whether any conduct constitutes a violation of this Code, regardless of the agent's intent or explanation.
- ii.The Company may suspend or terminate any agent account at any time and for any reason it deems necessary to protect the safety, integrity, or reputation of the Platform and its users.
- iii.Decisions made by the Company regarding enforcement actions, account status, credit forfeiture, and listing removal are final and binding. The Company is not obligated to provide reasons for its decisions beyond a general statement of the nature of the violation.
- iv.The Company may, at its discretion, cooperate with and disclose relevant agent information to law enforcement authorities, regulatory bodies (including BOVAEP), and other parties as it deems necessary for the prevention or investigation of fraud, crime, or regulatory breaches.
- v.No agent shall have any claim against the Company for any loss of income, credits, commissions, or business opportunity arising from enforcement actions taken under this Code.
Indemnification
By registering and operating on the Platform, each agent agrees to indemnify, defend, and hold harmless the Company (Ursa Warrior Technology), its directors, officers, employees, affiliates, and agents from and against any and all claims, losses, damages, liabilities, costs, and expenses (including reasonable legal fees and court costs) arising out of or in connection with:
- a.Any breach or violation of this Code of Conduct by the agent;
- b.Any fraudulent, unlawful, negligent, or wrongful act or omission by the agent in the course of using the Platform;
- c.Any claim by a third party (including users, property owners, other agents, or regulatory authorities) arising from the agent's conduct, listings, transactions, or communications on or through the Platform;
- d.Any breach of applicable laws, regulations, or professional standards by the agent, including but not limited to breaches of the PDPA, AMLA, BOVAEP regulations, or the National Land Code;
- e.Any misuse of user data, confidential information, or intellectual property by the agent.
This indemnification obligation survives the termination or suspension of the agent's account and shall remain in full force and effect regardless of how or why the agent's relationship with the Platform ends.
Report a Violation
If you encounter an agent or service provider who appears to be violating this Code of Conduct, or if you suspect scam or fraudulent activity, please report it immediately to hi@ursawarriortechnology.com. Every report is reviewed by our team and treated with full seriousness. Your report helps protect the entire community. Reports may be made anonymously where appropriate, and the Company will take all reasonable steps to protect the identity of reporters.
